On 1-2 October 2025, the international conference „Seventy-Five Years of the European Convention on Human Rights - The Role of Administrative Court Judges” was held at the Royal Castle in Warsaw. The conference was organised by the Supreme Administrative Court of Poland and the European Court of Human Rights.
The conference was attended by judges of the Supreme Administrative Court of Poland and judges of the European Court of Human Rights, the Registrar of the European Court of Human Rights, the First Advocate General of the Court of Justice of the European Union, the Commissioner for Human Rights, former judge of the European Court of Human Rights elected in respect of Poland, the President of the Association of Councils of State and Supreme Administrative Jurisdictions of the member states of the European Union (ACA Europe), representatives of the Supreme Administrative Courts and Councils of State of the European Union from Austria, the Czech Republic, Estonia, Germany, Hungary, Lithuania, Latvia, Slovakia, Slovenia and Ukraine along with the Secretary General of ACA Europe.
The conference was officially opened by the President of the Supreme Administrative Court of Poland professor Jacek Chlebny. The President in his opening speech highlighted the role of the Convention for the Protection of Human Rights and Fundamental Freedoms and the special role of dialogue and cooperation between judges of the European Court of Human Rights and national judges, as well as between judges from various member states of the Council of Europe.
The President of the European Court of Human Rights Mattias Guyomar, the Commissioner for Human Rights Marcin Wiącek, the First Advocate General of the Court of Justice of the European Union Maciej Szpunar, the President of the Association of Councils of State and Supreme Administrative Courts of the European Union and the President of the Council of State of Greece Michail Pikramenos, also delivered their opening remarks.
The conference was attended by Minister Zbigniew Bogucki, Head of the Chancellery of the President of the Republic of Poland, who read a letter from the President of the Republic of Poland, Karol Nawrocki, addressed to the conference participants.
As part of the conference, participants debated in three substantive panels. The Convention as a tool for judicial review by an administrative court judge (I), The enforcement of a ECtHR judgment by a national judge (II), The scope and limits of the margin of appreciation exercised by administrative court judges (III).
Krzysztof Wojtyczek, a former judge of the European Court of Human Rights, summarized the discussion.
The conference was concluded by the President of the Supreme Administrative Court of Poland and the President of the European Court of Human Rights.
