International cooperation


Since the date of the Republic of Poland's accession to the European Union, Polish administrative courts have simultaneously been EU courts, implementing the obligations arising from EU law to apply this law and to provide individuals with legal protection based on the norms of this law. This is one of the reasons why the Supreme Administrative Court closely cooperates with other European and international courts.

Associations of Courts in Europe

The Supreme Administrative Court is the highest administrative court in Poland. It adjudicates as a court of last resort. In doing so, it is obliged to apply European law in its rulings. Therefore, the Supreme Administrative Court is linked to European courts. European courts have the final word in the application of European law, and so, for example, the rulings of the European Court of Human Rights in Strasbourg are binding on the interpretation and application of the European Convention on Human Rights. The Court of Justice of the European Union in Luxembourg issues final rulings in the field of European Union law. In ongoing proceedings, the Supreme Administrative Court may refer questions concerning the interpretation of EU law to the Court of Justice of the European Union.

European and international cooperation

The principles of law in the European Union are rooted in the legal orders of the Member States. Close cooperation with other European courts is therefore important. It enables a deeper understanding of each other and of European law. For this reason, the Supreme Administrative Court is a member of international associations and is involved in international cooperation.

Publications


Scientific Bulletin of the Administrative Courts

The bimonthly journal launched by order no. 16 of the President of the Supreme Administrative Court of 10 June 2005, currently issued under order no. 3 of the President of the Supreme Administrative Court of 30 January 2018 on the publishing of “Zeszyty Naukowe Sądownictwa Administracyjnego”. The launching of the ZNSA journal was inspired by the reform of administrative judiciary in 2004. This event basically shaped the structure of the journal and made it a platform for discussions among law-makers, court practitioners and theoreticians on matters significant for the administrative judiciary.
