The ceremonial opening of the exhibition dedicated to the Supreme Administrative Court
On August the 3rd, 2022, the President of the Supreme Administrative Court, Jacek Chlebny, opened a special exhibition devoted to the Supreme Administrative Tribunal on the 100th anniversary of the adoption by the Sejm of the Republic of Poland of the Act of August 3, 1922 on the Supreme Administrative Tribunal. The exhibition was organized in the former building of the Supreme Administrative Tribunal at 22/24 Miodowa Street in Warsaw, which is currently the seat of the Aleksander Zelwerowicz Theatre Academy. The substantive concept of the exhibition was developed by the employees of the Supreme Administrative Court in cooperation with the Archives of New Records and the Institute of National Remembrance.
The ceremony began with a speech by the President of the Supreme Administrative Court, Jacek Chlebny, who introduced the participants of the event to the history of administrative courts in Poland and pointed out the challenges facing it today. The President of the Supreme Administrative Court recalled the figure of the first President of the Supreme Administrative Court, Jan Sawicki, and the tasks that faced the Court during the period of Poland's rebirth. In his speech, the President of the Supreme Administrative Court noted that on the 3rd of August 1922, a new chapter of civilisation in administrative courts began in Poland. One cannot fail to notice the significance of the achievements of the Supreme Administrative Tribunal for the development of the state, administrative law and its doctrine. Despite painful historical experiences and the lack ofTribunal administrative courts for decades after World War II, the achievements of the remain extremely important, not only for preserving the tradition of democratic thought, but also for the contemporary case law of the Supreme Administrative Court, which is the heir and continuator of the Supreme Administrative Tribunal.
The lecture on the history of the Supreme Administrative Tribunal was delivered by Prof. Hubert Izdebski. The ceremony was graced by Prof. Wojciech Malajkat – Rector of the Theatre Academy, who read out selected provisions of the March Constitution, the act establishing the NTA, as well as the speech of the first President of the NTA – Jan Sawicki delivered on the occasion of the inauguration of the NTA.
The ceremonial opening of the exhibition was attended by: Ms. Małgorzata Paprocka - Secretary of State in the Chancellery of the President of the Republic of Poland, former Presidents of the NSA: Mr. Prof. Adam Zieliński, Mr. Prof. Janusz Trzciński, Mr. Prof. Roman Hauser, Vice-Presidents of the NSA – Mr. Jan Rudowski and Mr. Jerzy Siegień, Mr. Hieronim Kulczycki – Head of the Chancellery of the President of the NSA, Ms. Małgorzata Król – Deputy Director of the Archives of New Records, as well as judges of the NSA, retired judges of the NSA and employees of the court administration.
