Janusz Drachal

VicePresident of the Supreme Administrative Court – the President of the Commercial Chamber

 

Graduate of the Faculty of Law and Administration at the University of Warsaw. He started his legal career at the Supreme Administrative Court, established in 1980. He was a co-organiser and a member of the Judicial Decisions Bureau of the Supreme Administrative Court.

In 1987, he participated in the works on the establishment of the first Polish institution of the Human Rights Defender. From January 1988 to June 1995 he was Head of the Municipal Management and Housing Department at the Office of the Human Rights Defender.

In June 1995, he was appointed by the President of the Republic of Poland to the post of judge of the Supreme Administrative Court. His scope of responsibilities included not only adjudicating cases, but also managing the division for the analysis of the administrative judiciary system at the Judicial Decisions Bureau of SAC. He also held the position of the spokesperson for the Supreme Administrative Court.      

Since 2001, he participated in the legislative works on the two-instance system of the administrative judiciary. Since 1st January 2004 he is a member of the Commercial Chamber of SAC. From 2004 to 2015 he held the position of the President of the Court Information Division of the Supreme Administrative Court.

Since 16th May 2014 he has been a member of the National Council of the Judiciary. By the order of the President of the Republic of Poland of 18th March 2016, with effect from 10th April 2015, he was appointed to the post of the Vice-President of the Supreme Administrative Court.

He is the author and co-author of specialised publications on the protection of human rights and freedoms and on the administrative law, including administrative court proceedings.

He is a member of the advisory and consultative units of SAC for the computerisation of the administrative court proceedings and for the revision of the Code of Administrative Proceedings.

Lecturer of  public information access law and organisation of administrative judiciary, within the framework of the training for judge assistants.
